Meet floccus

floccus synchronizes bookmarks and tabs rather than replacing every browser with a separate hosted library. It connects to user-selected storage or supported bookmarking servers, allowing a collection to remain accessible through existing browser workflows.

This approach is useful when cross-browser consistency matters more than a new visual interface. Its cost and hosting model depend partly on the chosen backend, and the project also advertises mobile apps; those clients do not make floccus itself a conventional paid cloud-bookmark service.
